Duties: As Electrical Engineering Technician is responsible for on-site monitoring and control of construction operations. Determines whether electrical items and installation methods conform to contract requirements, local codes and applicable trade standards and practices. Checks contractors' progress for meeting schedule; advises contractor personnel when schedule will not be met and discusses necessary remedial action. Reviews and interprets plans and specifications pertaining to design, installation and operation of electrical systems, subsystems and equipment. Maintains surveillance over construction projects, determines acceptability and quality of work performed. Assures that all equipment is installed properly by inspecting installation for compliance. Witnesses operating tests on all electrical systems and equipment. Prepares sketches of design changes and estimates of cost for modifications to contracts. Responsible for strict enforcement of safety regulations.
About the Position: NDAA FY2010 requires the repeal of NSPS. The position(s) covered by this vacancy announcement is scheduled to transition from NSPS to GS or an applicable personnel system no later than
January 1, 2012. The position is physically located at the Department of Energy Office of Environmental Management (DOE-EM) Savannah River Site (SRS) located outside Aiken, SC. Organizationally, the position is in the Construction Branch, Technical Services Division, of the US Army Corps of Engineers (USACE), Charleston District. The Charleston District is providing construction management support for the construction of a Department of Energy HAZ CAT 2 facility through an Interagency Agreement that has been established between the agencies. Located outside Aiken, SC and Augusta, GA, the Savannah River Site is a key DOE industrial complex dedicated to environmental management and cleanup, nuclear weapons stockpile stewardship, and nuclear materials disposition in support of the U.S. nuclear non-proliferation efforts. The site also develops and deploys technologies to support the environmental cleanup and energy independence.

* Specialized Experience: In order to qualify for this position an applicant must possess one year of specialized experience that provided comprehensive and practical knowledge of, and extensive working experience in applying a wide range of concepts, practices, regulations, policies, and precedents relating to construction and contract administration as well as reviewing of all types of mechanical systems. Systems include, but are not limited to interior and exterior distribution systems, equipment, switching facilities, power supply and special purpose air conditioning equipment, ventilating, heating and dehumidifying systems, inside and outside utility systems, centrally controlled heating and power plant installations, electrical installations and equipment, and highly specialized laboratory and material handling, fire protection systems, anti-intrusion systems, automated waste treatment systems, etc. This position also requires experience with safety standards, environmental regulations and observing and investigating construction phases to ensure compliance with contract schedules, specifications, and shop drawings.
