SC Council of Engineering and Surveying Societies is Taking Applications for Seat on SC State Board of Registration for Professional Engineers and Surveyors
Application Deadline:  August 31, 2010

Governor Mark Sanford has the opportunity to appoint one (1) qualified Professional Engineer and one (1) qualified Professional Land Surveyor to the SC State Board of Registration for Professional Engineers and Land Surveyors for terms beginning January 1, 2011. 


Each engineering and surveying member of the Registration Board must be a citizen of the United States and a resident of South Carolina, must be licensed in this state, must have been engaged in the practice of engineering or surveying in this state for at least twelve (12) years, and must have been in responsible charge of important engineering or surveying work for at least five (5) years. Responsible charge of teaching engineering may be construed as responsible charge of engineering work. The primary responsibility of board members is to protect the health, safety and welfare of the public of South Carolina.


The South Carolina Council of Engineering and Surveying Societies is charged, by law, to make recommendations to the Governor from which he must appoint engineers and surveyors to the Registration Board.


The South Carolina Council of Engineering and Surveying Societies is accepting letters of application from Professional Engineers and Professional Land Surveyors who meet the state’s minimum requirements that wish to be considered for the two (2) Registration Board positions.   It should be noted that the two (2) incumbents (Ms. Theresa Hodge, PE and Mr. Gene Dinkins, PE/PLS) have requested that they be reappointed to their respective seats for another term.

Executive Director, East Richland County Public Service District

The East Richland County Public Service District (“District”) is a special purpose district located in the northeast portion of Richland County. The District is governed by a five (5) member Commission appointed by Richland County Council. The District provides wastewater treatment services to approximately 16,500 residential accounts and 1,500 commercial accounts. The District’s service territory in northeast Richland County covers approximately 35 square miles. The District owns and operates approximately 450 miles of sewer lines and the District’s wastewater treatment plant rated capacity is 13 MGD. The Executive Director will have responsibility for the management of the District including administrative, maintenance and treatment divisions.

RESPONSIBILITIES:

- Directs the management and operation of all departments; develops standards, policies, and procedures within guidelines established by District’s Commission.

- Plans, organizes, and directs the activities of department heads; advises and approves the hiring and placement of all personnel.

- Represents the District at public meetings and at conferences with other public and private groups and state and federal agencies.

- Directs the preparation of the annual budget; investigates requests for additions to the budget; prepares a recommended budget for the District Commission.

Oversees and retains final approval on all District purchases; approves all budget expenditures.

- Oversees the investment and management of District funds.

Seeks sources of funding for District projects; directs preparation of work programs; and implements approved plans.

- Calls staff and departmental conferences to review future work and plans.

Provides technical and administrative assistance to the District’s Commission. 

 

REQUIREMENTS:

Bachelor’s Degree in public administration, public finance, business administration or related fields.

 

Minimum of 10 years administrative experience, 5 years of which should be in a responsible management position.

Must possess a valid South Carolina driver’s license, with a good driving record.

Fluor currently has an opening for a Principal Design Engineer capable of lead and support roles.
This position will be responsible for the completion of structural analyses and design for steel and concrete structures for power, industrial, chemical or manufacturing projects.

Emphasis will be on concrete design for heavy industrial, power, and nuclear projects.

Under general supervision, employee will perform and check most types of calculations and design using both computer-aided and manual design techniques. Position will provide assistance to the Lead Engineer, as requested, in the area of schedules, estimates, progress reports, meetings, procurement, activities, etc.

- If serving in a Lead or Area Lead position, perform all or some of the following: organize/plan jobs, write/review specifications, prepare/maintain schedules, develop/monitor estimates and manpower forecasts, assign work, work with project/client/field, material procurement, permit, and subcontract activities
- Utilize vendor data and work with personnel from other disciplines as required for the performance of designs
- Perform squad check of vendor data and drawings from other disciplines. Perform self-check of completed work and provide guidance to less experienced engineers
- Exhibit thorough understanding of pertinent codes and governing regulations and industry practices, etc.
- Support the overall development of structural drawings on assigned projects

Minimum requirements are:
-BS in Civil Engineering from an accredited curriculum and Registered PE by exam
-Minimum of 25 years of structural design experience
-Self-starter, highly motivated and able to handle stress, feedback and criticism effectively.
-Ability to plan, organize, and schedule assigned tasks
-Ability to identify, analyze and resolve problems
-Effective written and oral communication skills; Good leadership and interpersonal skills
-Ability to work effectively with clients, vendors, management, and other team members
-Ability to set and meet aggressive targets
-Ability to direct work of other engineers and designers; Team player
-Working knowledge of 3D frameworks preferred
